The Jenny Lind Water Treatment Plant was originally constructed in 1968 when there were no connections, but home and business construction was progressing in the area. At that time the plant provided 420,000 gallons per day of water.
In 1974 the plant was expanded to provide one million gallons per day (1.0 mgd) to CCWD customers
In 1987 it was recommended that a new plant be built to meet more stringent water quality regulations and to increase capacity. This was done in two phases. The first phase was completed in 1990 and provided 2.0 mgd of water to 1650 connections.
The second phase, which is the current plant, was completed in June 1997 and provides up to 5.0 mgd to almost 2600 connections (as of January 2001).
