Cost to Serve 

 A cost to serve is required when a service connection is not installed to a parcel. 

A service connection is that portion of the water/wastewater line between the District’s pipeline and the meter or sewer cleanout located at the parcel, see blue in diagram.  These are typically located  in a roadway or easement.

A building service is the piping from the meter/cleanout to the building, see yellow in diagram below. Properties may or may not have a service connection to the property.

A property may require a District line to be extended to serve the property.
