The Human Resources Department is responsible for providing quality service in managing and developing employment programs and policies.

CCWD recognizes Service Employees International (SEIU) Local 1021 as the exclusive bargaining representative for regular full and regular part-time positions that are not management-level or confidential positions.

Key responsibilities include:
• Recruitment, selection, and new employee onboarding
• Employee and labor relations
• Compensation and benefits administration
• Payroll
• Performance management
• Employee and organizational training and development
• Compliance with labor and employment laws.
