2026 Urban Water Management Plan (UWMP)
Public Hearing
The Calaveras County Water District (CCWD) prepares an Urban Water Management Plan (UWMP) to document how the District manages its water supplies, plans for future demands, and prepares for drought and water supply uncertainty. The UWMP is CCWD’s primary long‑range water planning document and supports decisions related to system reliability, conservation, and drought preparedness.
The Board of Directors of the Calaveras County Water District (CCWD) will be soliciting public input to its Draft 2025 Urban Water Management Plan (UWMP) and 2025 Water Shortage Contingency Plan (WSCP) at a Regular Board Meeting scheduled for Wednesday, May 13 at 1:00 pm, or as soon thereafter as may be heard, at the CCWD Office at 120 Toma Court, San Andreas, CA 95249. The public is encouraged to attend this meeting and provide feedback and comment on these state-mandated planning documents.

Purpose and Requirements
The California Urban Water Management Planning Act (Act, per California Water Code §10610-10657) required CCWD to develop and submit and updated UWMP to the California Department of Water Resources (DWR) every five years. The latest 2025 update, due to DWR by July 1, 2026, incorporates new analyses related to water supply vulnerabilities, climate change risks, and drought water supply reliability. A component of the 2025 UWMP update includes a Water Shortage Contingency Plan (WSCP), implementing DWR’s state-wide drought water shortage stages and defining how CCWD will provide water use notices, implement water conservation measures, and engage with the public during future drought conditions. CCWD is the only water supplier in Calaveras County to prepare a UWMP and associated planning documents.
Public Process and Transparency
As part of the UWMP preparation process, CCWD will notify local communities, interested parties, Tribal representatives, and other water suppliers within Calaveras County of its intent to update and adopt the Plan. The District will notice and hold a public hearing to present the UWMP and provide an opportunity for public input.
Public Review Schedule (subject to change):

- Public comment period: May 1, 2026 - May 31, 2026
- Public hearing: May 13, 2026
- UWMP adoption: June 24, 2026
